The Presidential Enabling Business Environmental Council (PEBEC) was established in 2016 to oversee Nigeria’s business climate reform Agenda to improve on the ease of doing business. Over the past three years up to 2019, Nigeria had increased its score and implemented over 140 reforms. Within the same period, the country had moved 39 places in the World Ease of Doing Business Rankings from 169th to 131st and was twice named as one of the 10 most improved economies in the world.
Arising from the successes recorded, the National Economic Council (NEC), In July 2017, unanimously approved the replication of the PEBEC model at the sub-national level, with the inauguration of Ease of Doing Business (EoDB) Councils across States. In September of that year, a PEBEC – NEC EoDB Technical Working Group (TWG) was inaugurated with representation across the six geopolitical zones. A sub-national EoDB Baseline Survey with extensive field work was carried out by KPMG Professional Services with information needed for the assessment mostly generated from the private sector. The major objective was to provide a status report on the attractiveness of States in terms of business climate reforms as a reference resource for SMEs and the general business community.
Four homegrown sub-national indicators were adopted for the survey assessment which included Infrastructure & Security (Electricity, Transportation, PHC and Security); Transparency and Accessibility to Information (Existence of an Investment Promotion Agency and Information Structures such as State Website that provides Information, on processes, taxes etc); Regulatory Environment (Technology, harmonization of taxes etc, registration processes in starting a business, ease of judicial processes; and costs, procedures and timeliness for registration, consent etc on Land/property acquisition and development); and Skills and Labour (Technical/professional Skills reflected in the existence of a directory of registered skilled and unskilled persons etc)
Consequently, the First Nigeria Sub-national EoDB Baseline Survey Report was launched at the NEC meeting in March 2021 while the Ranking Result was released in June 2021. Bauchi State was ranked 4th overall among the 36 States of the federation from the Survey Ranking Results. The 2nd edition of Nigeria’s Sub-national EoDB Report will be released in Q2 2022.
